ACF is present in Kenya since 2001. Apart from ACF presence at the national level; the mission is implements program activities in West Pokot, Isiolo, Tana River, Garissa and Dadaab refugee camps.

Under the direct supervision of the Head of Nutrition Department, the FSNS Program Manager’s responsibilities will be:

OBJECTIVE 1: Design and Implementation of the integrated nutrition surveys, Programme coverage and surveillance in adherence with Government of Kenya procedures / protocols / guidelines.
Design
·         Develop surveillance, survey and programme coverage proposal/protocol in accordance to donor requirement and guideline.
·         In liaison with the survey team  ensure collection of back ground information and community mobilization
·         Ensure  survey proposal/methodology preparation and validation process in done in the required time
·         Spear head preparation of cash forecast, procurement requests and survey tools
·         Preparation of Call for application for FSNS officers, survey enumerators,  mobilization and recruitment
  • Collaboration with various ACF sectors, GOK and other relevant stakeholders at County level
  • Oversee training of the survey team
  • Ensure collection of all relevant data in the area of ACF  operation to assist in identification of surveillance sites in close liaison with relevant stakeholders
·         Consult with other sectors (WASH, FSL) during design of survey and surveillance questionnaires

Implementation and Reporting
·         Support the survey team in facilitation and supervision of data collection, data entry creation, and guide /oversee data entry process.
·         Lead the survey team to conduct data analysis and production of draft and final report of the preliminary results in addition to field report.
·         Ensure presentation of survey proposals and findings for internal and external validation (at county, Nairobi coordination and NIWG forum).
  • Ensure advocacy of findings at county level and national level.

OBJECTIVE 2:   Design of the program of activities / activity plans for the survey/surveillance team in collaboration with other ACF departments, national and county partners.
·         Support the survey team in designing survey work plan and ensure follow up of the planned activities.
·         Ensure  timely submission of cash forecast, PR and movement plans to the relevant departments
·         Ensure collaboration and collection of information from other potential partners in the field (NGOs, Health structures, community)
·         Super head the compilation of reports by the team to include monthly reports and field reports.
·         Ensure sharing of the information among other sectors in all stages of implementation.

OBJECTIVE 3: Strengthen and build capacity of stakeholders (Ministry of Health, National Drought Management Authority, and KNBS staffs) in surveys, surveillance and various assessments such as coverage and rapid assessments
·         Ensure maximum collaboration with various stakeholders especially MoH and participate in guidelines development and reviews to enhance their capacity.
·         Determination of capacity development areas amongst stakeholders through a needs assessment
·         Designing of capacity development plan in close liaison with key stakeholders.
·         Ensure participation by relevant stakeholders in the nutrition surveillance, surveys, and programme coverage assessments.
·         Training of stakeholders using relevant guidelines in collaboration with Head of Nutrition Department and Nutrition advisor.

OBJECTIVE 4: Monitoring and evaluation
·         Ensure all project proposals of operational area are documented.
·         Keep close follow up and monitoring of indicators with responsible PM’s in the ACF operation areas.
·         Participate in the development of project indicators action plans both in ACF and external relevant partners.
·         Liaise with program managers and ensure accurate completion of M&E plans, follow up of the same; to include completion and timely submission of activity progress reports and evolution files

OBJECTIVE 5: To represent the organization and the program managers in external representation at national and county level.
·         Attend national health/nutrition meetings especially survey and surveillance forums on behalf of the organisation and give relevant feedback.
·         Actively participate in relevant forum to include NIWG, KFSSG and KFSM
·         Assist the program Officers in the creation and negotiation of Survey assessment at the national and county level where necessary.
·         Participate in other coordination and review meetings with partners as the need arises.

QUALIFICATIONS
Education
Bachelor of Science with a major in Nutrition or Bachelor of Nutrition or Statistics Master’s degree in relevant field is desirable

 Required Experience
·         Excellent organization, coordination, report writing and team management skills
·         Analytical skills in statistical applications- ENA for SMART, SQUEAC/SLEAC, SPSS, CS Pro, STATA, Microsoft office
·         Strong oral/written English skills
·         Strong and effective communication and presentation skills
·         Strong leadership skills
·         Team player is essential
·         Keen to details
