Livestock and Fish – Monitoring, Evaluation and Learning

The International Livestock Research Institute (ILRI) seeks to hire a consultant to conduct a comprehensive and analytical literature review of the understanding, production, measurement and monitoring of International Public Goods (IPGs) in a wide range of research and development undertakings.
ILRI works with partners worldwide to enhance the roles that livestock play in food security and poverty alleviation, principally in Africa and Asia. The outcomes of these research partnerships help people in developing countries keep their farm animals’ alive and productive, increase and sustain their livestock and farm productivity, find profitable markets for their animal products, and reduce the risk of livestock-related diseases. http://www.ilri.org

The CGIAR in its Strategy and Results Framework (SRF) has developed a research agenda that aims to reduce poverty and hunger, improve human health and nutrition, and enhance ecosystem resilience through high-quality international agricultural research, partnership and leadership
In pursuit of this vision, the CGIAR has identified four strategic System Level Outcomes (SLOs):
1. Reduced rural poverty
2. Improved food security
3. Improved nutrition and health
4. Sustainably managed natural resources.
The Livestock and Fish Program (L&F otherwise known as CRP 3.7) contributes to these SLOs by transforming research outputs into development impacts that will positively change lives of millions of beneficiaries. These changes are measured through Intermediate Development Outcomes (IDOs), defined as “changes that occur in the medium term and intended to affect positively the welfare of the targeted population or environment, and which result, in part, from research carried out by the CGIAR and its partners.”
OBJECTIVE OF THE ASSIGNMENT
To conduct a comprehensive and analytical literature review of the understanding, production, measurement and monitoring of International Public Goods (IPGs) in a wide range of research and development undertakings. The literature review should be able to provide insights into how the understanding and monitoring of IPGs has evolved and the implications for monitoring and evaluating IPGs under the Livestock and Fish CGIAR program for tracking program’s progress on producing IPGs to contribution to IDOs and SLOs. The review should also provide concrete recommendations on appropriate approaches for evaluating the production of IPGs under the CGIAR research program on livestock and fish.
SCOPE OF WORK
1. To conduct a literature review, documenting how other institutions (research and development) demonstrate how IPG are transformed into development outcomes and impacts; in other words, what evidence do they use to make a convincing attribution/contribution claim?
While the literature review will undoubtedly include both scholarly and grey literature sources, emphasis should be placed on grey literature sources. An outline of the structure of the review will be sent to the consultant.
2. To make practical recommendations on a simple monitoring and evaluation system for IPGs. As a subcomponent, create a convincing theory of change that explains how IPGs are transformed from research outputs into development impacts;
DELIVERABLES
1. A literature review with a detailed bibliography, hyperlinked to all available sources
2. Suggestions on how to operationalize and IPG M&E strategy with the L&F CRP.

• Ability to write at a scholarly level in English
