Field Monitor Assistant
Accountability: Under the supervision of the Programme Officer, the incumbent will be responsible for the following duties:
Major Duties and Responsibilities:
- Co-ordinate and monitor the implementation of the WFP assistance programmes at the local level, in close collaboration with the implementing partners;
- Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the food distribution site or schools. Verify if the amounts received have been properly recorded, damaged or suspected to be damaged;
- Support implementation of the Pilot Cash Transfer to schools through close monitoring and reporting of the programme.
- Organize and participate in Beneficiary Contact Monitoring (BCM) and Food security and Outcome Monitoring (FSOM) and reporting.
- Support implementing partners in preparing distribution plans, supervise the efficient distribution of food items at the site and ensure proper distribution of entitlements. Verify appropriate entitlements are distributed and provide feedback to Programme Officers and others on the distribution;
- Assist in conducting regular meetings with local administration and implementing partners on the commodity pipeline, distribution arrangements, food entitlements and other relevant issues;
- Support implementing partners in beneficiaries targeting, registration, enrollment into cash transfer services and communicating changes in food or cash entitlements.
- Provide operational support to Cash/Food for Assets projects by ensuring quality, Capacity building, implementation, monitoring, reporting and advocacy of the same to assisted communities and stakeholders.
- Assist in the implementation of the plan of action, review achievements and constraints and provide feedback accordingly;
- Follow up on all reports to be prepared and submitted by implementing partners to ensure accuracy and timely submission.
- In consultation with the Programme Officer and implementing partners, encourage women’s access to economic skills development and sensitize girls and women on gender issues and gender focused activities;
- Report periodically to the Programme Officer on relevant events regarding food management, distribution & other related issues;
- Identify potential problems in the programme and discuss remedial action with project authorities or report to appropriate person;
- Supervise and train other personnel as appropriate;
- Assist with organizing donor and VIP missions to WFP field sites; perform any other related duties as required.
Qualifications and Experience:
- Secondary school education, supplemented with experience or additional training in Education, Social Services, Nutrition, Agriculture or other related field.
- Three years of progressively responsible support experience including at least one year in the field of project implementation, including monitoring, coordination and reporting, refugee operations or another related field.
- Training and/or experience in using computers including Word, Excel and other software used by WFP.
- Strong inter-personal skills, courtesy, tact and the ability to work and communicate effectively with people of different national and cultural backgrounds. Ability to interpret and analyze a wide variety of programme issues and statistical information, and to maintain accurate and precise records. Ability to work systematically, use initiative, good judgement and to communicate complex matters both orally and in writing; proven ability to work in a team environment and achieve common goals.
- Very good knowledge of English and Kiswahili.
