APHIAplus Zone One is a five-year, USAID-funded project to be carried out between January 2011 and December 2015 by a consortium led by the Program for Appropriate Technology in Health (PATH), and comprising the Elizabeth Glaser Pediatric AIDS Foundation, Jhpiegoand World Vision.

The project is designed to work with existing structures to build capacity at the provincial, district, facility, and community levels in order to achieve fully integrated service delivery in Nyanza and Western Provinces. The project team maximizes Kenyan ownership and aligns the aims of the project with the strategies of the US government (USG) and the Government of Kenya (GOK).

The Human Resources Officer will be responsible for managing day-to-day HR activities as well as global HR initiatives by applying best practices with PATH’s APHIAplus Western Kenya project offices.  The HR Officer will work with project leaders to resolve employee management issues and to create long term organizational solutions.  Along with developing, interpreting and applying policy the position holder will manage the onboarding process of new employees, coaching for leaders and employees, managing employee relations, compensation & benefits administration, and terminations along other duties as necessary to ensure successful delivery of HR services to the PATH's project.

 Specific Duties and Responsibilities:

  1. Legal Compliance and Policy Administration:  Facilitate the efficient and effective management and planning of all HR services and support functions while ensuring that all practices are legally compliant.  Create and maintain systems, implementing adopted policies and educating staff on what is expected of them and what they are entitled to under the policies.  Respond to employee questions regarding the interpretation and application of adopted HR policies.
  2. Staffing and Records Management Administration:  Coordinate and oversee new staff members welcome and on-boarding in close liaison with the team Leaders.  Administer transfers, promotions and adjustment, terminations and exit clearance procedures, and changes of status of current employees. 
  3. Compensation and Benefits Administration: Work in close liaison with the HR team, to educate employees on Kenya Country Program pay practices and respond to employee questions about pay and benefits appropriately.   Partner with project leaders, Kenya Country Program leadership and HR partners in managing the promotions process and annual increase processes.  
  4. Payroll and Leave Administration:   Ensure all payroll data is timely and accurately updated; including timecards with proper charge codes and accurate leave tracking for all project staff. 
  5. Employee Relations and Staff Care:  Provide counsel to all employees guided by PATH policies.  Manage discipline and grievance cases, providing HR professional advice and support to staff and team leaders as required.   
  6. Performance Planning & Communication (PPC): Coordinate the annual performance planning and communication process, training employees and leaders on the process, goal writing, and performance communication skills. Provide guidance to staff on career development; identify staff development opportunities and help leaders create development plans and opportunities for their staff.  
  7. Visits to Project Sub-Offices: Provide human resources management support for the project sub-offices in Western Kenya region in line with the overall PATH people strategy.  Conduct regular visits to the project’s sub-offices to meet with staff and deal with any HR issues that arise.

Required Skills

  • Demonstrable experience and knowledge in working for United States Government-funded projects.
  • Well-grounded in and considerable experience and confidence in implementing HR policies and procedures.
  • Excellent knowledge and practical experience interpreting and applying the employment law appropriately.
  • Demonstrable experience guiding senior management on resolving employee relations issues in accordance with the employment law.
  • Experience in payroll facilitation, tracking and leave reporting.
  • Possess the ability to manage relationships, build trust and maintain the highest level of confidentiality on all HR matters.
  • A team builder with excellent people skills; culturally sensitive and have the ability and interest to identify and work with a multi-cultural team.
  • A track record of bringing a solution-oriented approach to working with clients to address a wide range of HR-related challenges.
  • Excellent problem-solving skills and maintaining professionalism under pressure.
  • Excellent organizational, interpersonal, and communication skills. Strong computer skills; MS office suite, internet/email.
Required Experience

First degree in Social Sciences and a post graduate Diploma in Human Resources Management is preferred plus minimum of five years’ experience as a HR generalist in similar positions supporting a huge staff population in a consortium project set-up. NGO/non-profit experience is strongly preferred.
