PATH is seeking a Monitoring and Evaluation Manager for the Kenya Adolescent Girls Initiative Action Research Program funded by the UK Department for International Development (DfID).  This project involves implementing combinations of interventions for adolescent girls around four pillars (reproductive health, wealth creation, education, and prevention of violence), and conducting operations research and evaluations of these initiatives in order to provide evidence on the most cost-effective combinations of interventions with the greatest impact. This research will test both the theory of change for the interventions being studied, and the quality of implementation of programs, and results will be documented and disseminated through a variety of media. The ultimate goals of this action research are to 1) inform improvements in policy, legislation, and budget allocation for adolescent girls; and 2) identify a replicable, scalable, and value for money package of interventions for adolescent girls aged 10-14.

The Monitoring and Evaluation Manager will be based in Kisumu and will provide strategic leadership in designing, developing, and implementing a monitoring, research and evaluation strategy for the project. S/he will lead the reporting of project performance and direct the collection, analysis, and use of program data for decision-making and to influence policy, in addition to maintaining the indicators database. The MR&E Manager will also provide leadership in implementing monitoring strategies and assessing data quality, collection methods and sources of information, and data use for strengthening AGIARP project activities. S/he will routinely monitor implementation and progress toward reaching goals, objectives, and specific activity targets; measure effectiveness of the portfolio of AGIARP activities; and ensure that results reporting meet PATH and DfID requirements.

Specific responsibilities include the following:

  • Oversee the design of the action research approach and methodologies to test the effectiveness of different packages of interventions for adolescent girls in two regions: poor urban areas (Kisumu) and northern arid lands (Lodwar, Turkana).
  • Guide the development and implementation of monitoring and evaluation guidelines and reporting systems for project activities, based on project indicators, and develop innovative approaches to measure programmatic performance.
  • Identify members and establish two Kenyan-based advisory panels--an Expert Research Committee and an External Advisory Committee—to engage key stakeholders in research design and dissemination. Maintain close collaboration with partners and counterparts, including the Committees, Government of Kenya and DfID partners.
  • Oversee the design and implementation of performance monitoring plans, indicators, and systems for data collection. Supervise training of AGIARP staff members in the same.
  • Develop the project’s data management systems—including a longitudinal and relational database for increased data accuracy, timeliness, and reliability and for assessing overall project impact and coverage.
  • Compile and report data for key programmatic output, outcome, and impact indicators, including routine data validation.
  • Supervise the preparation of project reports and work plans
  • .Ensure that data are collated and shared with the Implementing Partners and key stakeholders per their recommendations
  • .Lead analysis and publication of the conclusions of the qualitative and quantitative research and any other dissemination necessary with the view to this being an ongoing process.
  • Supervise the training and mentoring of the Implementing Partners to ensure high-quality monitoring and evaluation practices.

Required Skills
  • Evaluation research skills, including applied knowledge of quantitative research methods, sampling techniques, data analysis and interpretation, and applied knowledge of qualitative research methodologies.
  • Strong supervision and mentoring/capacity-building skills.
  • Skill in data quality assurance desired.
  • Strong oral and written communication skills.
  • Fluency in English and Swahili required
Required Experience
  • Advanced degree in public health, demography, sociology, epidemiology, biostatistics, or a related field
  • A minimum seven years’ experience in monitoring and evaluation of social services programs, with at least three years' experience in adolescent-related programming.
  • Strong knowledge of and experience with indicators required by DfID and the Government of Kenya
