BACKGROUND
The
International Fund for Agricultural Development (IFAD) is an International
Financial Institution and a specialized United Nations Agency whose mission is
enabling poor rural people to improve their food security and nutrition, raise
their incomes, and strengthen their resilience. To achieve these goals. IFAD
develops and finances programs and projects aimed at increasing agricultural
productivity and incomes and reducing rural poverty. IFAD's headquarters is in
Rome, Italy, but has offices in 40 countries and finances programs and projects
in more than 90 countries.
The Financial Operations
Department (FOD) is tasked with managing IFAD’s financial resources
proactively and making them available as needed for the Fund’s programme of work and budget. The FOD
comprises the Office of the Associate Vice President FOD, the Controller’s and Financial Services
Division (CFS), the Treasury Services Division (TRE) and the Financial Planning
and Analysis Unit (FPA).
The
IFAD Regional Office in Nairobi is the hub for the loan administration and some
other financial management activities relating to IFAD financed operations for all countries in the Eastern
and Southern Africa region, for an increasing number of countries in the
Western and Central Africa region; and shortly will commence similar work for
certain countries in the Near East and North Africa region. The finance staff at this office are
responsible for the timely and efficient delivery of loan and grant
administration services and other financial management activities for their
assigned portfolio, in line with the Divisional procedures, work plan and
medium term strategy.
Purpose of the
position
The
Finance Assistant, Loans and Grants will report to the Regional Finance Officer
in Nairobi for administrative purposes and operationally to Finance Officers in
Rome. The Finance Assistant will also be tasked to provide technical leadership
in rolling out certain major new initiatives currently under way.
DUTIES AND RESPONSIBILITIES
For the assigned portfolio of projects
from one or more Regions, the incumbent’s duties as Finance Assistant will
include the following:
1.
Set up, maintain and reconcile loans and grants master data for
approved loans and grants as required.
2.
Receive, review and process Withdrawal Applications (WAs) well
within target processing times, quality and risk characteristics and adhering
to relevant internal guidelines.
3.
Record the Withdrawal Applications in the Loans and Grants System
(LGS) and the Withdrawal Application Tracking System (WATS), ensuring
compliance with financing agreements, Letters to the Borrower, and with IFAD
policies and operational procedures.
- Follow
up with appropriate IFAD divisions/units, Borrower project staff and cooperating institutions on
matters arising from reviews of WAs.
- Monitor
balances in Special Accounts at Projects, verify reconciliation of these
balances with reported expenditures and arrange to recover advances
timely.
- Assist
Finance Officers in the determination of disbursement risk ratings based
on documented fiduciary risks and characteristics of Withdrawal
Applications.
- Coordinate
and monitor documentation for unit meetings to ensure timely preparation,
distribution and follow-up.
- Perform other
related duties as required.
TECHNICAL/FUNCTIONALCOMPETENCIES
Ability
to work independently, multitask and effectively manage frequent changes in
priorities; Willingness to learn new skills
and seek help from others; Accuracy,
numeracy, attention to detail and thoroughness; Knowledge of internal controls and
procedures, basic accounting principles and financial reporting; Experience in using institutional
information systems and the application of new information technology; Capacity
to deal sensitively in multi-cultural environment and build effective working
relations with clients and colleagues; Ability to appropriately apply
operational policies, as they relate to disbursements and financial
administration; Committed team player with excellent interpersonal skills.
QUALIFICATIONS AND EXPERIENCE
Education
Minimum secondary school education; A
diploma in finance, or accounting; or Level I of the CPA (K) will be an asset.
Experience:
At least 4 years’ professional experience
in loans and grants, financial administration, accounting, auditing and/or
related area. Work experience with a
bi/multi-lateral development financial institution; or a UN agency; would be an
advantage. Familiarity
with the other countries in regions of operation would be an asset.
Language:
Full
command of English language and strong writing and speaking skills required.
Working knowledge of Arabic and/or French is also required.
Other
Skills
Full
proficiency in MS Office applications (Excel, Word) is required. Prior hands-on experience using other
institutional computerized systems also required.
A pass in the keyboard test in English at
35 wpm is essential.
