Terms of Reference (TOR) for a Gender Analysis in the Fish Value Chain in Terekeka and Juba Counties


1.     Background
SNV Netherlands Development Organisation is the lead agency for the implementation of the Producing for Urban Markets Project (PUMP) in Terekeka and Juba Counties.  The three-year project is funded by the EU and is designed to stimulate fish-sector enterprises in the fishing communities and the fish traders in the two counties.  The project overall objective is to contribute to improved food security situation for communities living in the rural areas of Terekeka and Juba Counties, Central Equatoria State, (CES), Republic of South Sudan (RSS). The project will achieve this through working with 800 women, men and the youth who operate from fishing camps along the Nile River, adjacent lakes and the fish markets in Juba Town.  The praoject is implemented by a consortium consisting of SNV as the lead agency, Compass a local NGO, and the State Ministry of Animal Resources and Fisheries (SMARF).

According to a GIZ study undertaken in 2011, women constitute more than 30% of fishers registered in the fishing camps in Terekeka, and a similar percentage among fish traders in Juba.  In general, fish processing and trading offers a good employment and income opportunity for women, and fish constitutes an important source of nutrients for households in South Sudan.  Meanwhile, a baseline study by SNV in February 2013 found that the majority of women at the fishing camps in Terekeka fishing camps are family members of fishermen who occasionally assist with fish processing (cleaning, sun drying and smoking) but do not own fishing gears and are not involved in fishing. This study is intended to help the PUMP project to understand the extent of women’s involvement in fishing in Terekeka, their roles and responsibilities in the sector and how the project can promote the active participation and increase their benefits from the sector.

The gender analysis of the fishing sector is intended to establish specific gender roles in the fishing sector in the target communities and to understand challenges and opportunities for the full and equal participation of women and men in the sector.  The findings of the study will be used to develop strategies that will ensure that the interests of both men and women are taken into consideration when implementing activities with fisherfolks.  The specific objectives are:

The objectives for the consultancy will be:
·          To assess the extent of women’s involvement in the fishing sector in Terekeka and Juba Counties
·          To identify social, economic and institutional factors that hinder or promote women’s participation in the fish value chain in the target communities
·          Assess the roles and responsibilities of women in the fish sector and how their performance in the sector can be strengthened
·          To examine and make recommendations on how the PUMP project can empower women and increase their access for benefits from the sector

3.     Outputs
·         An inception report outlining the process, methodology, outcomes and timelines for the study; and,
·         A Gender analysis study report outlining the process, findings and recommendations for strengthening gender practice in the PUMP project.

4.     Methodology
The key role of the consultant is to facilitate this process, so as to enhance learning and analytical capacity among PUMP staff and the partners. The consultant is expected to prepare and share his/her methodology for this study with the PUMP fisheries project team at the beginning of the exercise.

5.     Timetable

This consultancy will be for a period not exceeding three weeks with fieldwork in Terekeka and Juba Counties estimated to last two weeks, and a final report delivered before the end of August 2013.

6.     Profile of Consultant required for the task

The candidate shall:
·          Possess a Degree in any field but preferably social sciences, anthropology, gender or women’s studies, fisheries, agriculture or development studies.
·          Possess at least five years’ practical work experience in areas related to gender analysis, women’s empowerment, human rights or related fields
·          Have a good understanding of capacity development in relation to women’s empowerment
·          Have exceptional report writing skills
·          Possess good interpersonal and facilitation skills
·          Be a South Sudanese national
·          Be able to communicate in Juba Arabic or Bari language
