Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system'sdesignated entity for addressing environmental issues at the global and regional level. Itsmandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in the Office for Operations of the Executive Office in UNEP, at the Nairobi duty station. Under the direct supervision of the Senior ICT Advisor, the incumbent will perform the following:

Responsibilities
1.Web application development: Participates in the development, programming, testing, debugging and implementation of new application systems releases, modules and functionalities; Develops, tests and implements simple computer application systems and programs using UN established standards for IT technologies, programming languages and tools; Serves as team member in the planning, specification, design, development, implementation and support of computer application systems; independently liaises with users to define and specify requirements; Installs computer application systems software and hardware according to specifications; Monitors computer applications systems using appropriate monitoring tools and produces monitoring reports; Prepares technical and user documentation for deployed computer application systems, as well as training materials and conducts technical presentations; Maintains functional specifications for computer application systems, programs and procedures developed and or modified; Collects various statistics on the performance and reliability of server systems, and produces pertinent reports; Drafts correspondence and communications, including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports; Serves as focal point for coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; Processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc; Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions.
2. Systems administration: Installs, configures, tests and deploys server hardware and software, including Operating Systems, Electronic mail, Unix, Linux, Lotus Notes, Citrix, Database systems, Internet Web software, Domain Name Server (DNS), DHCP, mail relay, and various security software; Performs administration, operation, technical support, and monitoring of server systems; Undertakes troubleshooting of server systems. If the problem persists, escalates to higher level in accordance with procedures; Implements backups of servers following standard backup procedures.
3. Technical support : Provides support for deployed computer application systems including version management, data recovery and deployment to users' offices; performs ongoing reviews with users and developers and responds to users requests; Provides guidance to new/junior staff; Performs other related duties as assigned.

Education
Completion of secondary school is required. Additional computer science or a related field training is an asset.

Work Experience
At least seven years' experience in the Information Technology field. Experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area. Experience in PHP, Joomla or Drupal, MySQL and LINUX is a must. Experience with Python programming, proven understanding of web development, nginx and varnish would be beneficial.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.
