National Monitoring and Evaluation Specialist

The UN Resident Coordinator wishes to recruit a National Monitoring and Evaluation Specialist (Individual Consultant) to assist with the formulation of the United Nations Development Assistance Framework (UNDAF), an UNDAF Results Matrix, UNDAF M&E Plan and an UNDAF Action Plan. 
Background
The UN system in Kenya supports national development and humanitarian operations in the country through the activities of UN agencies represented on the ground.  Kenya recently updated its national development strategy, called the Medium Term Plan II 2013 – 2017, which articulates the systematic implementation of Vision 2030.  In line with the objectives of the MPT II, the UN is developing a new United Nations Development Assistance Framework 2014-2018 (UNDAF) for Kenya, which describes the collective actions and strategies of the UN to the achievement of national development. The UN is also in the process of adopting elements of “Delivering as One” in order to provide development assistance in a more coordinated manner, which ultimately aims to increase the UN system’s impact through more coherent programmes, reduced transaction costs to government and lower overhead costs for the UN system. The UNDAF and UNDAF Action Plan will reflect the programmatic and operational modalities of UN Delivering as One.
Objective
The UN Monitoring and Evaluation (M&E) Specialist will provide M&E technical support to the Resident Coordinator’s Office (RCO) for the development and roll out of the UNDAF premised on DaO principles.
