Organizational background
The World Food Programme Somalia activities include food assistance for nutrition, livelihoods, relief and emergency school feeding, while also supporting humanitarian air and logistics services, food security coordination and infrastructure rehabilitation projects.

Major Duties and Responsibilities:
Under the direct supervision of the International Procurement Officer, heading Procurement Unit in WFP Somalia Country Office, the National Procurement   officer will be responsible for the successful performance of the following tasks:

Provide technical advice on procurement activities, following rules, procedures and regulations;
Analyse, control and maintain data from various sources  and take corrective action as necessary;
Issue local tenders, evaluate offers and make recommendations for the finalisation of purchases and the award of contracts;
Analyse and evaluate commodity tender results;
Maintain relevant internal database and files and keep track of contractual agreements;
Verify claims for accuracy and conformance with procurement rules;
Evaluate, develop,  recommend procedures and participate in discussions on new/revised procedures and practices;
Review technical proposals of suppliers and carry out cost/benefit analysis for equipment and services procurement;
Liaise with WFP appointed inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries;
Develop and prepare technical and legal contracts;
Manage and coordinate negotiations with all interested parties including contract disputes and claims;
Run system queries, prepare reports and management presentations on procurement activity;
Render technical advice and support to management in country offices and support procurement officers in other offices;
Contribute to any preparedness actions such as early warning, risk analysis and contingency planning and make the necessary recommendations;
Act as focal point for  Purchase and Contract Committee (PCC) , Standard Project Reports (SPR) and Food procurement  and initiate administrative action to update  and track processing of procurement actions;
Periodically monitor the management of risks and report on any actions taken;
Supervise procurement staff, as required;
Perform other related duties as required.


Minimum Qualifications:

Education: Advanced university degree or university degree and equivalent experience in one or more of the following disciplines: economics, commerce, business administration, Supply Chain Management, legal, accounting, CIPS Certification minimum level 2, or related field.
Experience: At least three years of postgraduate professional experience in procurement, operations or other areas.
Language: Fluency in both oral and written English language is a requirement.
Knowledge: Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.
