The United Nations World Food Programme (WFP) is looking for a qualified candidate to fill the post of National Human Resources Officer in support of the Regional Bureau for East & Central Africa (OMN), based in Nairobi, Kenya.

Duties and Responsibilities: Under the direct supervision of the Regional Human Resources Officer, and in accordance with appropriate policies, guidelines, procedures and processes, the National Human Resources Officer will be responsible for the following tasks:

 Interpret and apply human resources policies, rules and regulations as well as standards and techniques;
 Identify needs for new or modified human resources policies, practices and reviews, and recommend amendments or actions accordingly as required;
 Analyse human resources procedures and contribute to the development or develop human resources policies;
 Analyse, evaluate and take action on requests from managers and staff, providing guidance and advice as required, while taking into account WFP requirements, policies and practices;
 Recruit and/or support recruitment of national/local staff in the National Officer and General Services categories; Collaborate with the UN inter-agency group in country offices to ensure consistency of application in the recruitment and administration of local staff;
 Determine, administer and provide advice on salary and related benefits, travel, social security entitlements, other allowances and incentives on the basis of contractual status and in line with HR rules and regulations; Review, recommend and/or approve level of remuneration for consultants;
 Monitor the appropriate use of various types of employee contracts;
 Monitor the work of Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts;
 Prepare classification analysis of jobs in Professional and General Service and related categories and provide guidance to managers on the application of classification policies and procedures;
 Provide advice to staff and managers with respect to performance management issues;
 Assess training needs of WFP staff and government counterparts and organise appropriate training, in collaboration with other offices; Develop training programmes and contribute to the design or design corporate learning management system;
 Participate in inter-agency and other human resources related meetings;
 Provide advice on the design and use of Human Resources information systems; Ensure that data in the corporate system is correct and updated in a timely manner, and in line with UN Common system requirements; Prepare corporate statistics and specific staffing analysis and trends;
 Support human resources staff in other offices;
 Supervise staff, as required; and
 Stand in for the Regional Human Resources Officer when on mission/ duty travel/absent
 Perform other related duties as required.

Expected Results: With a high degree of independence, provide supervision to a substantive team;
spots and analyzes potential problems, identifies exceptions and proposes solutions in a proactive manner; formulates effective human resources operations where methodology is established or human resources problems have precedents; develops human resources procedures within the Regional Bureau that meet local needs or improve upon already established procedures.

Critical Success Factors: A complete, in-depth grasp of human resource concepts, theories and
practices; demonstrated ability to develop and maintain effective work relationships with human resources
counterparts, managers and staff within the Regional Bureau; ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision; ability to draft clear concise
reports or rationale for human resources decisions on key human resources issues. Ability to deal patiently and tactfully with people of different national and cultural backgrounds. Ability to juggle many competing priorities and ensure nothing falls through the cracks.

Qualifications and Experience
Education: University degree in one or more of the following disciplines: Human Resource Management, public or business administration, industrial psychology or other related fields. Advanced university degree related to the job is desirable.

Experience: At least five years of postgraduate progressively responsible professional experience in human resource development administration or management field. Successful completion of work in one specialised human resources area or demonstrated leadership of a human resource programme.

Knowledge: Training and experience utilising computers, including word processing, spreadsheets and
other standard software packages and systems, in particular those used by WFP. General knowledge of
UN system policies, rules, regulations and procedures governing human resources administration.

Language: Fluency in both oral and written communication in English essential.

Other desirable skills: Good knowledge of UN and WFP personnel policies, rules and procedures.
Working knowledge (proficiency/level C) of the second official UN language is desirable. Work experience
in large UN/international organizations is an advantage.
