BACKGROUND AND OBJECTIVES OF FANIKISHA 

In recent years, the size and number of local civil society organisations (CSOs) delivering community health services in Kenya has grown rapidly. Similarly, the willingness of the Government of Kenya and development agencies to partner with  CSOs has increased exponentially. Yet, the capacity of the CSOs to effectively implement large-scale community  interventions has remained low. Only a handful of Kenyan organisations are counted among the top 25 that are capable of  absorbing sufficient funds to implement a large-scale health programme in Kenya. Consequently, the bulk of large-scale  health interventions are implemented by international nongovernmental organisations.

The FANIKISHA Institutional Strengthening Project, a five-year cooperative agreement funded by USAID/Kenya, aims to  build the capacity of Kenyan CSOs to sustainably deliver large-scale community health programmes through technical  assistance, mentored grants and stakeholder engagement. FANIKISHA is implemented by Management Sciences for  Health (MSH), Pact Inc., Danya International, and Regional AIDS Training Network (RATN).

FANIKISHA strengthens the institutional capacity of national level CSOs through mentored grants, technical assistance  and stakeholder engagement. Some of the major activities the project has conducted thus far include two cycles of CSO  selection and organisational capacity assessments (OCA), two cycles of Institutional Strengthening Marketplace vendor  selection, one face-to-face Institutional Strengthening Marketplace, development and launch Kenya CSO Portal for  Health, and provision of technical assistance to its partner-CSOs in ten capacity areas using mixed approaches.

THE CONSULTANT 
The consultant/team will document Fanikisha’s milestones, successes and processes thus far. Deliverables will be both for  internal and external sharing and will focus on processes and results. The particular processes to be documented include  Organizational Capacity Assessment; Institutional Strengthening Portal/Marketplace; and Institutional Strengthening  Standards and Indicators.


More specifically, the consultant;

Working with the MERL Director and Pact FANIKISHA staff will:

. Analyse and document the two OCA cycles, through interviews and document review. Package the materials,  highlights and lessons learned.
. Analyse and document the CSO Portal and IS Marketplace, through interviews and document review. Package the  materials, highlights and lessons learned.
. Analyse and document the IS Standards, through interviews and document review. Package the materials,
highlights and lessons learned.
. Interview key stakeholders and develop video content to share activities, successes and lessons learned in the Fanikisha project to date, with a particular focus on OCA, CSO Portal, IS Marketplace, IS Standards, and work with local partners.

SCOPE OF WORK AND METHODOLOGY 
The consultant(s) will undertake the following:

• Draw up a timetable for accomplishing the various outputs of the consultancy
• Prepare and present an inception report outlining the structure, methodology and time table of the consultancy
• Hold frequent consultations with the Fanikisha team
• Review Fanikisha project documents and pick experiences and best practices, and identify the specific lessons learnt and practical recommendations for Fanikisha operations
• Capture and document the new knowledge generated
• Write and share the first drafts with the Fanikisha team
• Incorporate comments provided by the Fanikisha team
• Produce and edit the final versions of the outputs
• Provide Fanikisha with electronic and hard copies of the final outputs in English

DELIVERABLES 

The following types of outputs will be expected:

a) Before implementation:
. A timetable for accomplishing the variousoutputs of the consultancy;
. An inception report outlining the structure, methodology and time table of the consultancy

b) After the assignment:
1) One report documenting the OCA process and lessons learned. New material of approximately 5 pages, to include:
. Introduction to Fanikisha
. How and why OCA was developed
. The Fanikisha OCA methodology
. Lessons learned and challenges
. Annexes of relevant documents including the OCA tool and facilitator guide
2) One report documenting the CSO Portal and Marketplace process and lessons learned. New material of
approximately 16 pages, to include:
. Introduction to Fanikisha
. How and why the CSO Portal and Marketplace were developed
. The methodologies employed by the Portal and Marketplace
. Lessons learned and challenges
. Annexes of relevant documents including the Marketplace Vendor Selection Protocols and bibliography of
materials available on portal
3) One report documenting the IS Standards process and lessons learned. New material of approximately 16 pages,
to include:
. Introduction to Fanikisha
. How and why the IS Standards were developed
. The methodologies employed by the IS Standards
. Lessons learned and challenges
. Annexes of relevant documents including the IS Standards & Indicators document
4) One 10-minute video of the project’s processes, achievements and lessons learned thus far, with the input of the beneficiaries and other stakeholders (focused specifically on the Marketplace, OCA, CSO Portal, and IS Standards);
5) Short instructional video clips on the CSO Portal, Marketplace, OCA, Is Standards, etc that can uploaded into the portal (these clips can be extracted from the material collected for the longer 10-minute video).

LOGISTIC ISSUES 
Fanikisha shall:

. Meet expenses related to the assignment, such as transport and meeting expenses.
. Offer administrative and logistic support

TIME FRAME 

The consultant shall be engaged for a period of 20 days. The final products should be submitted within 14 calendar days upon receipt of comments on the drafts.

EXPERTISE REQUIRED 

The consultant should be specialised in communications, documentations, reporting and social science research.

Education 
Bachelors of Arts (Advanced degree preferred) in Development Communications, Journalism, Social Science, Sustainable  development, or Documentation and Reporting

Technical Skills and Expertise 
• Minimum 5 years working experience in areas associated with the consultancy and with writing and editing;
• Demonstrated knowledge of gender responsive programming;
• Demonstrated experience in the production of similar publications;

Core competencies 
• Professionalism - strong knowledge of the field of expertise with strong analytical skills
• Planning and organizing skills
• Excellent communication skills with demonstrated ability to write clearly and concisely
• Full working knowledge of English with excellent report writing skills;
• Team player with strong interpersonal skills
• Creative, solution oriented and flexible

SUPERVISION 

The consultant(s) will work under the supervision of the MERL Director and in close collaboration with the rest of Pact Fanikisha team.
