The Organization

Caritas Isiolo is the social development arm of the Catholic Diocese of Isiolo and has been in existence since the establishment of the first parish before it was curved from the Diocese of Meru in 1994.

The M&E project officer will be responsible for conducting monitoring and evaluation in the implementation of the integrated food security project in the diocese. He/She will also double as the information, communication and advocacy officer in the same project.
He/She will also ensure effective and timely implementation of the project activities as well as coordinate reporting and documentation

Job purpose Key responsibilities
Develop, review and analyze Monitoring and Evaluation tools and data (50%):
  • In collaboration with the project coordinator, review and develop databases for the integrated food security project.
  • In consultation with the project officers’ review, design and develop M&E systems appropriate to the project.
  • Produce regular reports for M&E work for learning and programme development
  • Coordinate and link integration of programme M&E data / programme audit checking for accuracy and consistency and ensuring quality in order to improve the accessibility and use of M&E information
  • Ensure M&E approaches, methodologies and tools address the relevance and impact of development work.
  • Ensure quality assurance in M&E of both  for CARITAS  and institutional donor funded programmes and projects by documenting and disseminating change, lessons learnt and best practices
·         Work closely with Project coordinator and Project staff ensuring internal and external programme reports are of quality standards and demonstrate change.
·         In collaboration with other officers coordinate technical studies which include feasibility studies, baseline surveys and evaluations.

·         Represent Caritas in planning forums and sectoral meetings with the government and other stakeholders
·         In liaison with the field teams, hold regular review meetings to assess the progress against the set targets and advice the supervisor and the management with recommendations on the progress as per internal policies, donor regulations and the project timelines

Information, communication and advocacy (50%)
·         The PO will oversee the implementation of various CARITAS supported governance, advocacy activities in conformance with CARITAS requirements.

·         Coordinate trainings on governance and advocacy issues in the diocese
·         Represent Caritas in planning forums and sectoral meetings with the government and other stakeholders
·         In liaison with the field teams, hold regular review meetings to assess the progress against the set targets and advice the supervisor and the management with recommendations on the progress as per internal policies, donor regulations and the project timelines.

Qualifications
·         Bachelors’ degree in social science with a strong background in governance and advocacy work.
·         Good reporting writing and communication skills
·         Understanding of project management and project cycle
·         Ability to work with minimal supervision and deliver desired results
·         Knowledge of participatory development methodologies
·         A minimum of 2 years experience working with communities on governance and advocacy
