Médecins Sans Frontières – OCBA (Operational Centre Barcelona -Athens) is looking for an

MOBILE RECRUITMENT AND SELECTION OFFICER
(1 year temporary position based in Nairobi)

GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, reed or political affiliation.

The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide. MSF OCBA is one of those directorates. The operations are implemented by 41 field teams and 20 mission coordination teams and organizational units based in Barcelona, Athens, Nairobi and Buenos Aires. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Human Resources Department

The Nairobi-based East African Unit (EAU) aims to manage and support MSF OCBA operations in strict link with the HQ inBarcelona. In order to properly support the Operations, a full support office was created in 2012 in Nairobi.

JOB CONTEXT AND GENERAL OBJECTIVE

The Mobile Recruitment and Selection Officer is part of the OCBA Recruitment Area with base inBarcelona. S/he is hierarchically under the OCBA Recruitment Coordinator within Recruitment, Pool Management and Development Unit and functionally under the Office and HR Coordinator in EAU.
The main objectives of the positions are three-fold:

  • Provide Recruitment expertise, tools, best practices and Training to OCBA Missions
  • Running recruitment and selection processes of International Staff  (IS) inAfrica
  • Support OCBA Operations to carry out recruitment activities whenever his/her support is needed

MAIN RESPONSIBILITIES AND TASKS

1.   Provide Recruitment expertise, tools, best practices and Training to OCBA Missions
-          Developing and adapting recruitment tools and best practices to be used by HR agents (HRCo, Development Managers, Admin, Line Mgr, etc.) to assess both competency profile (based on OCBA Dictionary of Competencies) and technical skills (functional know-how by profile) of all candidates.
-          Designing and executing training/formative initiatives to increase/improve the capacities of recruitment in the field in collaboration with Training Unit.
-          Supporting the implementation, the communication and change management linked to the new Recruitment solutions.

2.   Running recruitment and selection processes of International Staff  (IS) in Africa
-          Being in charge of the recruitment of candidates in the region, supported by OCBA Referent recruiter by profile
-          Gathering attraction and recruitment needs provided by each OCBA Referent Recruiter and compiling all OCBA Recruitment objectives in the region
-          Identifying recruitment channels/sources adapted to OCBA recruitment needs in the different African countries
-          Drafting advertisements to publicise vacancies/posts and managing publications and job offers on the various HR attraction channels
-          Carrying out screening of candidates (test and phone) and assess motivation and technical background of candidates
-          Assessing technical the competency profile of candidates through face-to-face interviews and/or Assessment Centres
-          Activating references and managing candidates´ feedback.
-          Fulfilling Recruitment Reports of the staff recruited
-          Assessing the cross-cultural effectiveness of OCBA Recruitment tools and leading their adaptation to better assess competency profile and behaviours of candidates from different cultures
-          Informing in SAP (OCBA HR Information System) all Recruitment operative and ensure the continuous update of information

3.   Support OCBA Operations to carry out recruitment activities when eventually his/her support is needed
-          Analysing field recruitment needs of the mission together with HR Coordinator and HR Cell reference on request.
-          Carrying out recruitment processes for OCBA operation (emergencies project and mission) whenever eventually his/her support is needed.

4.   Other
-          Analysing the potential and feasibility of establishing a regional recruitment centre in near future
-          Having an overall picture of the recruitment activities of OCBA in the region and follow-up any “brain drain” risk inAfrica
-          Involvement in OCBA Recruitment Unit planning and drafting compliance reports and reporting.

Desired Skills & Experience

Education and experience:
  • Qualification in Psychology, Business Administration or similar.
  • Experience in selecting and recruiting, with emphasis on active candidate searching in African context
  • Familiar with African contexts and cultures
  • Fluent English and French.
  • Experience in the humanitarian sector. Ideally field experience with MSF.
  • Use of IT tools and Web 2.0 software (LinkedIn, Facebook, etc.)
  • Knowledge of the ERP-SAP system is a plus.

  • Location: Based in Nairobi, at the Médecins Sans Frontières-Spain Headquarters
  • Full Time Job
  • Temporary post: 1 year contract with clear perspective to be structural
  • Annual gross salary + Secondary Benefits based on MSF OCBA Reward Policy (Kenyan salary and contract)
  • Starting date: End of  May  2013, approx.
