on development and implementation of a Communication Strategy for the Office of
Inspector General (OIG) and National Police Service (NPS)

1.
Background of the assignment:
UNODC assistance to Police reforms
falls in line with its mandated activities which include upgrading crime
prevention and criminal justice systems as well as promoting the Rule of Law.
UNODC as the custodian of United Nations standards and norms in crime prevention
and criminal justice holds a mandate to support Member States in building fair
and effective criminal justice systems and developing crime prevention
programmes As part of its mandate, UNODC intends to provide technical
assistance and advisory services that will assist in the development of the
necessary regulatory and administrative framework for OIG in Kenya.
Over the past few years, Kenya has
made significant strides in reforming the Police Sector. In August 2010,
Kenyans adopted a new Constitution which establishes in Article 243 the
National Police Service (NPS) consisting of the Kenya Police Service and the
Administration Police Service. An
Inspector-General (IG) is in charge of the NPS, with two Deputy
Inspector-Generals being in charge of the KPS and APS respectively. The
functions and powers of the IG are further spelt out in Article 10 of the NPS
Act. He was sworn into office on December 24th, 2012. The IG is in the process of establishing his
office and taking the reform process forward. A proper communication strategy
is critical for the successful implementation of the on-going police reforms in
Kenya, since this reform has to be effectively communicated not only to the
public but also within the Service.
2.
Purpose of the assignment:
The purpose of the assignment is to
provide technical assistance and advisory services to the Government of Kenya,
to develop and implement a comprehensive communication strategy for OIG and NPS.
The Consultant will perform specific additional tasks in relation to the
development of the Communications Strategy already developed.
3.
Specific tasks to be performed by
the consultant:
Under the overall supervision of the
Regional Representative in the UNODC Regional Office for Eastern Africa (ROEA)
and the UNODC ROEA Head of the Criminal Justice Programme, and direct
supervision of the UNODC Programme Coordinator (Police Reform), the incumbent
will perform the following substantive duties and responsibilities:

Assess existing communication
policies and strategies developed and/or adopted by the Government of Kenya in
the Police, Justice and Security Sector;
·
Develop a NPS Communications Strategy together with an
Implementation Plan, including not limited to:
Ø a strategy to address Police Reforms
within the Service and to the Public;
Ø addressing all relevant stakeholders
such as members of the Service, the Media, Civil Society, Ministries and
international Development Partners;
Ø how to reach out to communities
throughout Kenya;
Ø developing webpages, flyers, press
release etc.;

Train IG and relevant officers in the NPS on the
Communications Strategy, including on how to prepare/draft a wide range of
materials, talking points, press releases and advisories, news briefs, fact
sheets for inclusion in media kits and further public outreach;
·
Advice on corporate branding of the NPS (logo, vision,
mission, slogan etc.), if necessary;
·
Support the implementation of the OIG and NPS
Communications Strategy;
·
Assist the OIG in establishing the NPS’s Communications
Outreach Unit, if necessary;
·
Train the members of the NPS’s Communications Unit on the
Communications Strategy;
·
Monitor and measure the impact of the Communications
Strategy and make adjustments accordingly;
·
Ensure the promotion and increased understanding of NPS’s
new mandate and reform agenda in the country through the use of diverse types
of media and communication tools as appropriate, including utilizing innovative
and emerging communication tools and new media in support of the Communications
Strategy;
·
Enhance the understanding of journalists and key
interlocutors on NPS’s mandate and Police Reforms;
·
Perform other relevant duties/tasks as required.
4.
Expected Outputs:
·
A comprehensive NPS Communications Strategy developed and
in use;
·
An Implementation Plan for the Strategy finalized;
·
Training programme for the IG and relevant officers in his
office on the Communications Strategy developed and undertaken;
·
Impact of the Communications Strategy measured;
·
A better understanding of the mandate of the NPS and
Police Reforms within the relevant target groups (NPS, Civil Society, and
Journalist etc.)
·
Continuous advisory and mentoring services to IG provided.
5.
Dates and details as to how the
work must be delivered:
Under the overall supervision of the
Regional Representative in the UNODC Regional Office for Eastern Africa (ROEA)
and the UNODC ROEA Head of the Criminal Justice Programme, and direct
supervision of the UNODC Programme Coordinator (Police Reform), the incumbent
will perform the following substantive duties and responsibilities. The consultancy is to be
performed over a period of six (6) months, starting in September 2013 and ending in February 2014.
6.
Indicators to evaluate the
consultant’s performance:
·
Timely delivery of advisory
services and technical assistance;
·
Quality of written work;
·
Facilitating the
involvement of all relevant parties (e.g. NPS, civil society) to develop the
tools and roll out plans;
·
Interim reports and the
comprehensive final report are output oriented.
7.
Qualifications:
·
Advanced University degree
in Journalism or Communications from a recognized University;
·
At least seven (7) years
of experience in Kenya in conceiving and implementing Communication Strategies;
·
Pervious professional
experience working with international organisations is an asset;
·
Ability to advocate
effectively;
·
Excellent verbal and
written skills in both English and Kiswahili;
·
Strong understanding of
outreach and advocacy.
