PATH anticipates the release of a United States Agency for International Development (USAID) project entitled Kenya Integrated WASH Program (KIWASH).  The expected program will draw on state-of-the-art practices and approaches to create a high-impact program that addresses WASH and water resource management needs in Kenya. 

PATH is seeking a Monitoring and Evaluation (M&E) Manager, based in Nairobi to provide strategic leadership in designing, developing, and implementing a monitoring and evaluation strategy for a WASH project. S/he will lead the reporting of project performance and direct the collection, analysis, and use of program data for decision-making, in addition to maintaining the indicators database. The M&E Manager will also provide leadership in implementing monitoring strategies and assessing data quality, collection methods and sources of information, and data use for strengthening WASH project activities. S/he will routinely monitor implementation and progress toward reaching goals, objectives, and specific activity targets; measure effectiveness of the portfolio of WASH project activities; and ensure that results reporting meet PATH and donor requirements. Specific responsibilities include the following:

  • Guide the development and implementation of monitoring and evaluation guidelines and reporting systems for project activities, based on project indicators, and develop innovative approaches to measure programmatic performance.
  • Oversee the design and implementation of performance monitoring plans, indicators, and systems for data collection. Supervise training of project staff members in the same.
  • Develop the project’s data management systems—including a longitudinal and relational database for increased data accuracy, timeliness, and reliability and for assessing overall project impact and coverage.
  • Compile and report data for key programmatic output, outcome, and impact indicators, including routine data validation.
  • Supervise the preparation of project reports and work plans.
  • Establish and maintain close collaboration with partners and counterparts, including Government of Kenya and US Government partners.
  • Supervise the training and mentoring of independent WASH providers and Water Resource Users Associations to ensure high-quality monitoring and evaluation practices.
  • Ensure that data are collated and shared with WASH service providers and Water Resource Users Associations per their recommendations.
Required Skills
  • Strong knowledge of and experience with indicators required by USAID/Kenya and the Government of Kenya.
  • Knowledge of statistical software (such as SPSS, STATA and SAS) and familiarity with Microsoft Word,Excel ,PowerPoint and Access (or similar tools).
  • Evaluation research skills, including applied knowledge of quantitative research methods, sampling techniques, data analysis and interpretation, and applied knowledge of qualitative research methodologies.
  • Strong supervision and mentoring/capacity-building skills.
  • Skill in data quality assurance desired.
  • Strong oral and written communication skills.
  • Fluency in English and Swahili required.
Required Experience
Advanced degree in public health, demography, sociology, epidemiology, biostatistics, or a related field, plus a minimum seven years’ experience in monitoring and evaluation of public health programs, with at least three years' experience in WASH programming. Experience with the Water Services Regulatory Board’s Water Regulation Information System (WARIS) is desirable.
