Consultancy - Strategic Planning

Looking for consultants to train local government officials in Strategic Planning and to help them develop strategic plans for their districts in Somalia.

Most of the work will be done in Nairobi with some field days in Somaliland, Puntland and Mogadishu. Not everybody needs to go the field, some can just advise and help with drafting of the plans in Nairobi and over weekends if preferred. All we need are people with the experience of helping local governments do their strategic plans and preferably if they are economists.

Terms of Reference covers:
  1. Review of existing plans.
  2. Preparation of training materials based ILO Local Economic Development tools (provided)
  3. Facilitation of Strategic Planning Sessions.
  4. Preparation of Strategic Plans for various districts.
  5. Preparation of the final report
