The Society in collaboration with The American Red Cross International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians.

The Society is looking for a qualified person to fill the following position:

Position Title:           Monitoring & Evaluation (M&E) Officer

Reporting to:                       Quality & Learning Senior Delegate, American Red Cross Africa Region

Job location:             Nairobi, KRCS Headquarters

Position summary

The M&E Officer will report to Quality and Learning Senior Delegate and will be responsible for providing support for all M&E activities in East Africa sub region. In addition s/he will support M&E capacity building for the country delegation program staff, technical reporting, ensure data quality and build capacity for effective M&E system.
The position will be based in Nairobi, Kenya, with scheduled support visits to Tanzania, Uganda, Rwanda and any other East African country on need basis.

Specific duties and accountabilities:  
  • Operationalize the M&E framework including and not limited to: designing programme M&E tools for data collection, verification, data management & reporting and data audits, supporting setting up functional data management systems and processes.
  • Assist delegation staff to develop systematic and realistic programme monitoring plans that capture quantitative and qualitative data to report on all indicators.
  • Facilitate on the job M&E training for capacity development for partner national societies as appropriate
  • Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports and presentations for all programmes.
  • Assist in gathering, summarizing and disseminating relevant technical updates on program planning monitoring, evaluation and operations research within the sub region.
  • Lead in baselines, mid-term reviews and evaluation of programme activities and ensure proper documentation of innovative approaches and best practices for dissemination, learning and sharing experiences
  • Support new program assessments, design and write up (proposals or concepts), including preparation and/or presentation of programmes briefs internally and externally as may be required

Minimum Qualifications
  • Minimum of Postgraduate degree in relevant fields of study such as Social science, M&E, Statistics, Project Planning or related fields.
  • At least 5 years of progressive responsibility leading monitoring and evaluation of humanitarian and development programming, including significant time in performing programme data management, and monitoring and evaluation functions

Key Competencies

·         Strong communication and presentation skills in both English and Kiswahili, including
ability to develop reports and prepare relevant publications
·         Demonstrated technical expertise in strategic management, project planning and
budgeting, resource management, implementation ability as well as programme monitoring and evaluation
·         Experience using SPSS, STATA, Epi Info and other common data manipulation software.
·         Report writing skills and ability to present programme data in simple, creative and accurate manner
·         Knowledge of word processing, spreadsheets, data entry and analysis packages and data bases like MS Word, Excel and SPSS
