PATH anticipates the release of a United States Agency for International Development (USAID) project entitled Kenya Integrated WASH Program (KIWASH). The expected program will draw on state-of-the-art practices and approaches to create a high-impact program that addresses WASH and water resource management needs in Kenya.

PATH is seeking a Finance Manager based in Nairobi to manage the design and development of appropriate financial management and administrative systems and ensure project compliance with donor and PATH policies and procedures. S/he will oversee project finance and administration, including equipment procurement, budget development, sub-awards, and accounting. S/he will work closely with the Chief of Party and PATH Kenya Country Director to develop and coordinate the annual work plan and budgeting process with partners and staff in compliance with US Government procedures and regulations. The Finance Manager will serve as the primary communication link on financial, administrative, and agreement compliance relating to PATH, its partners, project sub-recipients, and the donor. S/he will provide information, advice, and technical assistance to partners and sub-recipients on project-related financial, administrative, and compliance issues, including finalizing project contracts and providing clear guidance on financial reporting requirements. Specific responsibilities include the following.

  • Supervise and guide the development of budgets and sub-grant awards, as well as monitor the same. Ensure that activities are backed by appropriate budgets.
  • Monitor expenses and budgets and provide feedback based on reviews of monthly budgets versus actual reports.
  • Provide guidance on all aspects of agreement compliance issues, including branding, procurement, property administration, and grant amendments.
  • Supervise the project procurement and inventory functions, ensuring that all related activities comply with requirements.
  • Establish financial systems and policies that are in compliance with PATH's financial manual and good financial practices.
  • Ensure compliance with all USAID and PATH policies, practices , and regulations.
  • Oversee capacity building activities of the grantees in financial management, budgeting, work planning, etc.
  • Oversee the awarding and monitoring of sub-grants to implementing partners.
Required Skills
  • Proven ability to interact and negotiate effectively with donor agencies, partners, government counterparts, and local organizations.
  • Demonstrated ability to implement and monitor sub-grant awards.
  • Proficiency in developing complex budgets and financial tracking systems. 
  • Strong mentoring/capacity-building skills.
  • Excellent written and verbal communication skills.
  • Fluency in English and Swahili required.
Required Experience
  • Bachelor’s degree or advanced degree in finance, accounting, or business administration; Certified Public Accountant (CPA).
  • A minimum of 10 years’ experience managing large US Government–funded awards, preferably USAID contracts.
