ACF has been present in Kenya since 2001. Currently the organization is implementing program activities in West Pokot, Isiolo, Tana River, Garissa Counties and in Dadaab refugee camps.

Under the direct supervision of the Head of Department Nutrition, the Deputy Head of Nutrition Department’s  responsibilities will be:

Objective 1. To oversee nutrition program managers and give support and analysis where needed
§  Supervision of the nutrition program managers: induction, follow up, evaluation (in collaboration with the HOD), team-building and motivation.
§  In collaboration with the HOD, overseeing the work of the nutrition program managers in order to ensure the good compliance of the activities with the objectives of the mission and of the proposals; this includes regular visits to the teams in order to evaluate the achievements;
§  To discuss on the constraints and difficulties encountered, and the possible solutions and ways of improvement; and to make recommendations for current and future programs
§  Validation of the reports for external dissemination in collaboration with the HOD, Tech advisors, and CD/DCD (such as ; donor reports, technical aspect of proposals, nutrition survey and rapid assessment reports)
§  During the absence of the nutrition program managers the assistant HOD will be acting manager and acting coordinator during the absence of the HOD.

Objective 2. To provide technical support and guidance within nutrition programs (in collaboration with the HOD):
§  Guarantee of the technical quality of the nutritional activities (respect of ACF protocols and guidelines)
§  Validation of the technical manuals and guidelines used within ACF-USA nutrition programs, and promotion of new technical protocols in compliance with ACF nutrition policy
§  Technical justification and technical aspects of new nutrition programs/activities as needs arise
§  To train ACF-USA nutrition teams on technical issues (protocols) as needs arise.

Objective 3. To act as a liaison between the nutrition program managers and the support departments in Nairobi (Fin, Log, & HR)
§  To be the focal point for the program managers with respect to issues that need to be followed-up by support departments in Nairobi
§  To liaise with the Finance, Logistics, and HR departments in Nairobi with respect to issues they have in the field.
§  Monitoring the budget and targets achieved with reference to the project submission, and making any necessary adjustments in consultation with the HOD and finance teams.

Objective 4. To assist the program managers in external representation at the district level and when necessary, the HOD at national level
§  Assist the program managers in the creation and negotiation of Memorandums of Understandings (MoUs).
§  Attend District health/nutrition meetings with the program managers and national level meetings with the HOD when possible
§  Participate in other coordination meetings with partners as the need arises.

Objective 5. To support capacity enhancement of the nutrition team
§  Support  Head of Nutrition Department  to identify the key areas of training for nutritional staff
§  Coordinate with the program staff to identify training needs
§  Assist implementing training of staff
§  Ensure adequate briefing of nutrition staff upon deployment to ensure they understand their responsibilities.

Objective 6. To contribute to reporting
§  To be responsible for translating and ensuring the correctness of all reporting from the field to HOD
§  Receiving monthly field reports, validating them and sending them in a timely manner to HOD/ Technical advisor.
§  Validation of other external and internal reports in collaboration with the HOD, the Technical advisor and CD
§  Ensure timely reception of reports from the bases and follow-up of the correction to be done.
§  Assist the Head of Nutrition Department in preparing monthly , quarterly , survey reports and proposals.
§  Establish and maintain accurate report system through continuous evaluation of both field and base staff reports and provide feedback to the staff.

Objective 7. In collaboration with the HOD, monitor compliance of programmes in terms of achieving objectives in current grants.
§  To ensure budget expenditure is in line with programs objectives and timeline
§  In collaboration with HOD follow up of the logistics requirements with the Logistics Department
§  In collaboration with HOD complete monthly logistic purchase orders, cash forecast in collaboration with program managers, Log/Admin
§  To participate to the program strategy, narrative and financial project proposals and reporting, in collaboration with Log/Admin

Objective 8. To ensure information sharing and collaboration with the food security & Livelihoods, Water and Sanitation programs to ensure an integrated approach
§  Exchange information on the situation observed in the field (camps, return villages, village of origin). This refers to nutrition as well as health, food security and water and sanitation
§  Ensure collaboration with food security and water and sanitation in identifications of target beneficiaries to enhance targeting across program.
§  Support implementation of nutrition sensitive activities within other departments .

QUALIFICATIONS
  • Master’s degree , preferably Nutrition ,Public health or Nursing.






SKILLS & EXPERIENCE
ESSENTIAL
  • Excellent data analysis and reporting skills
  • Excellent written and public communication and negotiation skills
  • Able to adjust to a lifestyle of frequent travel on the field.
PREFERRED
  • Bachelor’s degree in nursing (must be a registered nurse with the nursing council) required OR similar nutritional degree with demonstrated experience in related position.(if nutritionist, should be registered with nutrition and dietetics board of Kenya)
  • At least 3 years’ experience as a Nutrition Program Manager and similar experience in running nutrition treatment programs such as SC/OTP/SF
  • Excellent analytical, organizational and coordination skills.
  • Experience in team management including capacity building, supervision and performance evaluation
  • Fluency in English with good verbal and written communication skills.  Ability to communicate and negotiate effectively.  Communication skills ( written, oral and cross cultural)
  • Experience working with national, provincial and local authorities in Kenya
  • Previous experience with ACF preferred though if not available strong experience with an                      international humanitarian agency would be acceptable.
