THE ORGANIZATION
Handicap International is an independent and impartial international humanitarian
organisation working in situations of poverty and exclusion, conflict and disaster. Working
alongside persons with disabilities and other vulnerable groups, our action and testimony
are focused on responding to their essential needs, improving their living conditions and
promoting respect for their dignity and their fundamental rights.
The “High Impact interventions towards a disability friendly environment in Dadaab
refugee camps with support of the Host Community” project seeks to increase community
involvement and social participation of vulnerable persons through provision of
Community Based Rehabilitation services, Advocacy and Capacity Building of other
agencies to mainstream disability in services delivery and Policies. Moreover, the project
empowers qualified refugees to effectively deliver services and organize referral in
partnership with other service providers. The aim of the project is to support Persons with
Disabilities to access quality services equally.
THE POSITION
Responsible for the daily management of the disability mainstreaming and inclusion component
of the Community Based Rehabilitation Project in Dadaab as per the project strategy and action
plan.
He/she will lead the team of mainstreaming officers and education assessment and placement in
ensuring empowerment of persons with disability and promote community awareness through
advocacy campaigning, conducted by National staff, Community Workers and Persons with
Disability themselves.
Promote accessibility of persons with disabilities to services being provided by implementing
partners in camps and host community ensuring inclusion. He/she provides guidance to and
builds the capacity of a team of officers with a view to ensure equal access to quality services as
per HI standards.
 
HE/SHE WILL BE RESPONSIBLE FOR:
1. Overall management of the Inclusion and Mainstreaming component of the project to
contribute to the HI Kenya- Somalia strategy and mandate by
 Developing project implementation plans, data collection tools, and an M&E plan to
ensure achievement of set goals, objectives, and outcomes.
2. Ensuring the technical quality of the Inclusion and Disability mainstreaming component
of the project is attained
 Identifying and formulating the needs of support for the appropriate implementation of
mainstreaming disability in identified priority humanitarian sectors in close partnership
with mainstream agencies.
 Mobilizing the required technical resources and support to ensure use of appropriate
approaches and tools serving the overall goal of equal access to services and participation
in camp management.
3. Team management of the inclusion and mainstreaming staff
 Develop team’s capacity, enhance motivation, and improve productivity, and ensure
harmonious working environment
4. Contributing towards the capitalization of experience, data collection and reporting
 Ensuring that proper and accurate data are collected by national and refugee staff while
using the “individual needs assessment form” and different client assessment forms.
 Collecting necessary data using criteria and indicators established by the project
REQUIRED PROFILE
Academic Background:
Degree in Social Work, Gender Studies, Public Health or Science, Disability/ Rehabilitation
Science; Special/ Inclusive Education, Community Development or Community based
Rehabilitation or relevant equivalent qualification.
Experience Required:
- At least 3 years of relevant experience in gender and diversity sensitive inclusive Services
provision, capacity building and management of teams in emergency and Development
contexts
- Experience with and knowledge of successful work with men and women with and without
disabilities from diverse cultures
- Proven experience in coaching and mentoring of team members
- Successful liaising with International and National Agencies/ Implementing Partners in
development or emergency context
- Familiarity with Planning, Strategy & Policy Analysis at operational level in regard to rights
based, gender sensitive and inclusive development matters
- Sound Project/Program Cycle and result based management skills and transferable skills;
- Excellent and proven team leadership and coordination skills
- Proven training and adult learning skills
- Organization and development of tools and processes to facilitate result based management
- Knowledge Management experience: Experience on supporting documenting, identification
of innovation, research and capitalization work
Skills and Knowledge:
- Proven skills in services provision and working on enhancement of access and quality of
services for the most vulnerable parts of populations
- Familiarity with result based management
- Familiarity with rights based, gender and disability equality approaches to policies and
services
- Excellent analytical, learning and writing skills, interpersonal, intercultural and
communication skills for team work
- Must be able to demonstrate skills how on to foster disability and gender equality work
relations
- To work to deadlines and prioritize tasks
- To work positively under pressure
- A Somali language skill is of advantage.
