COMMUNITY DEVELOPMENT TRUST FUND (CDTF)

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union established in 1996. CDTF is implementing a five year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) funded by both the European Union (EU) and the Government of the Royal Kingdom of Denmark, and the Community-Based Development Initiatives (CDI) funded by the EU.  The main objective of CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environmental management priorities.

Job vacancies have arisen in the CDI and CEF II components that require to be filled on contract basis by highly qualified and experienced Kenyan nationals. The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period. The position is:

Accountable
Reporting to the Finance Accountant.
Duty Station
Nairobi
Overall responsibility
Reporting to the Financial Accountant, the Accounts Assistant – Finance will assist in ensuring that the CDTF operations are supported by efficient and effective financial management systems, controls and procedures and that all funds are properly utilized and accounted for and asset management.

Specific Duties and Responsibilities
  1. Preparation and recording of cheque and cash payment vouchers
  2. Procurement of standard items and consumables for the CDTF staff
  3. Handling all programme daily cash transactions and keeping petty cash imprest.
  4. Maintenance of stores ledger
  5. Lodging and follow-up of documents for processing of duty and VAT exemptions on procured items
  6. Processing of payroll for the programme remitting of the payments of statutory and other payroll deductions and filing annual returns to the relevant government bodies
  7. Assist in the preparation of monthly reimbursement claims
  8. Doing banking duties and collecting funds for staff proceeding for field missions.
  9. Computing the interest earned/accrued on all bank accounts and comparing them with the bank’s computations
  10. Preparing bank reconciliation for all bank accounts
  11. Assisting Financial Accountant in the preparation of financial reports
  12. Assisting Financial Accountant in the preparation of annual Programme Estimates for CDTF
  13. Assisting Financial Accountant in the preparation of cash flow projections
  14. Any other duties as may be assigned
 Qualifications and Experience
  • CPA Part 2 or similar qualifications
  • Purchasing and supplies experience will be an added advantage
  • Minimum of 3 years relevant experience
  • Relevant computing qualification & experience
  • Excellent reporting and communication skills
General Information
  • The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period.
  • Travel to community based projects throughout Kenya.
