COMMUNITY DEVELOPMENT TRUST FUND (CDTF)

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union established in 1996. CDTF is implementing a five year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) funded by both the European Union (EU) and the Government of the Royal Kingdom of Denmark, and the Community-Based Development Initiatives (CDI) funded by the EU.  The main objective of CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environmental management priorities.

Job vacancies have arisen in the CDI and CEF II components that require to be filled on contract basis by highly qualified and experienced Kenyan nationals. The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period. The position is:

Overall Responsibility
 
Under the direction and guidance of the Head of Monitoring & Evaluation Unit, the incumbent will assist in achieving the following overall responsibilities:
  •  Providing the management of the CDTF and its partners and clients with timely, reliable and relevant data and analysis on the performance and impact of the community programmes.
  • Integrating M&E across roles and responsibilities such that all individual members of the CDTF PMU will be responsible for supporting one or more elements of the overall system. The Assistant M&E Officer will be responsible for providing and guide on the design and coordinating M & E framework implementation. She/he will assist in developing and overseeing a capacity building programme to ensure that all individuals involved in M&E have the necessary skills to fulfil M&E responsibilities.
Specific Duties and Responsibilities
  1. Assist in implementation of CDTF Monitoring & Evaluation framework and ensure its integration and institutionalization into programmes and projects.
  2. Support and guide members of the Programme Management Unit (PMU) and M&E facilitation teams at project levels to ensure that necessary data and information is gathered in line with standardized methodologies and tools.
  3. Conduct baseline studies for new programmes and projects.
  4. Assist in undertaking capacity training of communities, including developing training curriculum for them.
  5. Maintain an up‐to‐date database for all projects under implementation by supporting and guiding members of the PMU and M&E facilitation teams to analyze data and information for the preparation of progress reports and other communication materials.
  6. Undertake programme and project reviews and evaluations on an annual basis.
  7. Prepare progress reports for the Board of Trustees, as well as other communication materials at Programme level.
  8. Advise on supplementary measures for the sustainability of individual projects after completion.
  9. Cross checking/validating data and information through regular visits to the field.
  10. Undertake specialized studies in relation to programme performance, impact and best practices learned.
  11. Prepare terms of reference for any external technical input required during monitoring and evaluation and quality assurance of the work performed.
  12. Any other duties as may be assigned by the Head of Monitoring & Evaluation Unit.
Qualification
Level of Education:
 
Minimum Bachelors Degree
 
Field of Specialization:
Social Sciences or Development Economics or Monitoring & Evaluation

Skills and experience 
  • Minimum of 3 years experience in natural resources management/community/rural development management, including project formulation, appraisal, implementation, monitoring and evaluation.
  • Excellent communication, facilitation, presentation and computer skills.
  • Able to drive himself /herself in rough terrain.
 General Information

  • Undertaking regular visits to the field and interacting with different stakeholders.
