COMMUNITY DEVELOPMENT TRUST FUND (CDTF)

 (A joint Government of Kenya and European UNION Programme)

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union established in 1996. CDTF is implementing a five year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) funded by both the European Union (EU) and the Government of the Royal Kingdom of Denmark, and the Community-Based Development Initiatives (CDI) funded by the EU.  The main objective of CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environmental management priorities.

Job vacancies have arisen in the CDI and CEF II components that require to be filled on contract basis by highly qualified and experienced Kenyan nationals. The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period. The position is:

Overall Responsibility
To develop and document standardized governance and gender techniques in programme design, implementation and M&E, including new and innovative cost‐effective methodologies and that CDTF and project management and staff are capacitated
Specific Duties and Responsibilities
  1. Develop and promote improved and standardized technical guidelines on governance and gender for the CDI and CEF programmes
  2. Consult with institutions of higher learning, research institutions, development partners, NGOs and the private sector on the identification of new and innovative cost-effective
  3. approaches and techniques in governance and gender
  4. Support the design, implementation, monitoring and evaluation of community programmes with the introduction of standardized and new practices within governance and gender
  5. Provide ad‐hoc technical assistance to CDI and CEF projects as requested by the Programme Managers and/or the Regional Officers
  6. Ensure effects and impact of governance and gender in participating communities are captured in the M&E framework
  7. Review the adherence to and effects of the standardized and new practices and recommend improvements
  8. Document best practices and lessons learned within governance and gender in CDTF community programmes
  9. Capacitate CDTF programme staff and regional officers as well as external stakeholders based on the standardized and new guidelines on best practices in governance and gender
  10. Any other duties as may be assigned.
 Qualification
Level of Education:
Bachelor Degree
Field of Specialization:
Sociology and Gender related Discipline
Other Qualification
  • Minimum of 5 years experience in governance and gender – preferably within community based development projects
  • Experience with project management at the strategic as well as the operational level
  • Experience in developing and documenting standardized technical guidelines and manuals and staff training
  • Excellent communication and presentation skills
  • Clean driver’s license
General Information
  • The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period.
  • Frequent travel to community projects throughout Kenya.
