COMMUNITY DEVELOPMENT TRUST FUND (CDTF)

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union established in 1996. CDTF is implementing a five year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) funded by both the European Union (EU) and the Government of the Royal Kingdom of Denmark, and the Community-Based Development Initiatives (CDI) funded by the EU.  The main objective of CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environmental management priorities.

Job vacancies have arisen in the CDI and CEF II components that require to be filled on contract basis by highly qualified and experienced Kenyan nationals. The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period. The position is:

Overall Responsibility
To ensure that CDTF supported community projects are supported by efficient and effective financial management systems, controls and procedures and that all funds are properly utilised and accounted for.
Specific Duties and Responsibilities 
  1. Maintain a sound project financial management system
  2. Undertake financial management training for the community project officials
  3. Trend analysis of expenditure against the funded projects Financing Agreements to ensure the overall expenditure will be within the budgetary limits provided for up to the end term of the Financing Agreement.
  4. Tracking tranche disbursements to the individual projects and ensuring that funding conditions are met.
  5. Prepare cash flow projections for funded projects
  6. Review of financial reports and supporting documents from funded projects.
  7. Assist in the appraisal process, monitoring and evaluation of projects as member of Project Steering Committee.
  8. Carry out special financial audits of projects with implementation difficulties and advise the implementing committee on how to keep proper records.
  9. Liaise with Financial Accountant and keep track of the projects investment component cash flow to ensure availability of funds for disbursements
  10. Assist Finance and Administration Manager in the preparation of the annual financial accounts and Programme Estimates for the programmes
  11. Assist the internal auditor to carry out the Project audits.
  12. Work closely with the Internal Auditor to assist the External Auditor carry out the audit programmes
  13. Any other duties as may be assigned
 Qualifications and Experience
  •  Bachelor of Commerce degree and CPA (K) or ACCA qualifications.
  •  Minimum of 7  years relevant experience
  •  Relevant computing qualification & experience
  • Experience in donor funded programmes
  • Excellent communication, reporting and presentation skills
  • Good analytical, logical assessment interpretation skills
  • Clean driving license
 General Information
  • The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period.
  • Travel to community based projects throughout Kenya.
