COMMUNITY DEVELOPMENT TRUST FUND (CDTF)

 (A joint Government of Kenya and European UNION Programme)

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union established in 1996. CDTF is implementing a five year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) funded by both the European Union (EU) and the Government of the Royal Kingdom of Denmark, and the Community-Based Development Initiatives (CDI) funded by the EU.  The main objective of CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environmental management priorities.

Job vacancies have arisen in the CDI and CEF II components that require to be filled on contract basis by highly qualified and experienced Kenyan nationals. The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period. The position is:

Overall Responsibility
  • Independently evaluate the effectiveness of processes, internal controls, and systems, and identify opportunities for improvement, including the prevention and detection of fraud, embezzlement, and misappropriation of assets.
  • Ensure that CDTF complies with applicable laws, regulations, policies and procedures.
  • Design and implement improved effective and efficient operational systems and procedures including internal financial management control.
  • Facilitate in accountability and transparency in the use of programme fund.
Specific Duties and Responsibilities
  1. Evaluate the adequacy of the internal control systems within departments, sections, and community projects.
  2. Assess the extent of compliance with applicable laws, regulations, policies, and procedures.
  3. Verify the existence of assets and ensure proper safeguards for their protection.
  4. Evaluate the reliability and integrity of data produced by financial management information systems and other data systems.
  5. Assess operational systems and procedures with a view of making recommendations on improving their efficiency and effectiveness.
  6. Investigate concerns relating to fraud, embezzlement, and theft within the CDTF operations and community projects.
  7. Serve as a liaison between management, development partners, Controller and Auditor General and all external auditors.
  8. Prepare an Audit plan that includes annual programmes of work, budget and timelines
  9. Ensure auditee’s comments are obtained before finalization of any audit report.
  10. Any other duties as may be assigned.
Qualifications
Level of Education    :          Bachelor’s Degree in Commerce and
                                                qualified ACCA, CPA (K) or similar
Field of Specialization                 :     Auditing and financial controls
Experience
  • Minimum of five years as internal or external auditor
  • Experience working with community programmes
  • Experience working with national and international development partners
  • Good analytical, logical assessment and interpretation skills
  • Excellent communication, reporting and presentation skills
  • Ability to work with deadlines
  • Clean driving license
General Information
  • The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period.
  • Travel to community-based projects throughout Kenya
