COMMUNITY DEVELOPMENT TRUST FUND (CDTF)

 (A joint Government of Kenya and European UNION Programme)

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union established in 1996. CDTF is implementing a five year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) funded by both the European Union (EU) and the Government of the Royal Kingdom of Denmark, and the Community-Based Development Initiatives (CDI) funded by the EU.  The main objective of CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environmental management priorities.

Job vacancies have arisen in the CDI and CEF II components that require to be filled on contract basis by highly qualified and experienced Kenyan nationals. The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period. The position is:




Accountable
Reporting to the Project Accountant.

Overall responsibility
Reporting to the Project Accountant – CEF, the Accounts Assistant – Projects will assist in ensuring that the CDTF supported community projects are supported by efficient and effective financial management systems and procedures and that all funds are properly utilized and accounted for.

Specific Duties and Responsibilities

  1. Assist the Programme Accountant in the preparation of financial reports, annual work plans and cost estimates for the Project Monitoring Unit.
  2. Assist Programme Accountant in the preparation of cash flows projections for individual project implementation
  3. Provide accurate and timely input to the Programme Accountant for the required reports.
  4. Checking the projects field financial reports to ensure that all relevant supporting documents are in order to determine compliance to the Grant Contracts
  5. Participate in projects cycle management activities.
  6. Training community project officials on how to keep proper financial records
  7. Assist the Programme Accountant financial schedules for monitoring of projects.
  8. Assist the Programme Accountant in financial audit of projects with financial problems and advise the implementing committee on how to keep proper records
  9. Assist the Programme Accountant in logistics management
  10. Any other duties as may be assigned.
Qualifications and Experience
  •  CPA Part 2 or similar qualifications
  • Minimum of 4 years relevant experience
  • Relevant computing qualification & experience
  • Experience in donor funded programmes
  • Excellent reporting and communication skills
  • Clean driving licence
General Information
  • The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period.
  • Travel to community based projects throughout Kenya.
