Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union established in 1996. CDTF is implementing a five year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) funded by both the European Union (EU) and the Government of the Royal Kingdom of Denmark, and the Community-Based Development Initiatives (CDI) funded by the EU.  The main objective of CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environmental management priorities.

Job vacancies have arisen in the CDI and CEF II components that require to be filled on contract basis by highly qualified and experienced Kenyan nationals. The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period. The position is:

Overall Responsibility
Under the direction and guidance of the Internal Auditor, the incumbent to assist in achieving the following overall responsibilities:
  • Independently evaluate the effectiveness of processes, internal controls, and systems, and identify opportunities for improvement, including the prevention and detection of fraud, embezzlement, and misappropriation of assets.
  • Ensure that CDTF complies with applicable laws, regulations, policies and procedures.
  • Design and implement improved effective and efficient operational systems and procedures including internal financial management control.
  • Facilitate in accountability and transparency in the use of programme fund.
Specific Duties and Responsibilities
  1.  Assist Internal Auditor in developing audit plans, programmes of work, budget and timelines.
  2.  Assist in the completion of audits as per audit plan within the agreed deadlines and budget.
  3. Provide regular updates to the Internal Auditor on Status of assignments progress as per the audit plan.
  4. Assist in developing audit reports including findings, conclusions and recommendations.
  5. Follow up and ensure that both external and internal audit recommendations are implemented by CDTF departments and projects.
  6. Address queries and complaints on audit related activities and ensure they are dealt with in a timely, professionally and respectfully manner.
  7. Audit workings papers and reports are filed in safe custody.
  8. For project related audits, to provide a brief to the Project Implementing Committee (PIC) concerning the purpose, nature and timetable of the audit before commencement.
  9. For departments and sections within CDTF, to notify the auditee the purpose of the audit and hold a briefing meeting.
  10. To ensure minutes of meetings and documents that would form part of audit evidence to a report are signed off by respective parties.
  11. Any other duties that may be assigned.
Qualifications
Level of Education      :           Bachelor’s Degree in Commerce and CPA Part 2 orequivalent
Field of Specialization :           Auditing and financial controls
Experience
  • Minimum of four years as internal or external auditor
  • Good analytical, logical and interpretation skills
  • Experience working with community programmes
  • Experience working with national and international development partners
  • Excellent communication, reporting and presentation skills
  • Ability to work with deadlines and with minimum supervision
  • Clean driving license  
General Information

  • Travel to community-based projects throughout Kenya
