Job Description 
Job Title: Clinical Officer 
Reporting To: Senior Clinical Officer 
Matrix Management: Kenya Program 
Base Location: Dadaab 
Summary: 
This position exists under the IRK for health and nutrition in Dadaab, Kenya. The position ensures efficient, effective and safe service delivery to the refugee population in IFO camp. 

TASKS 
SCOPE OF TASKS 
• Participate in daily morning meetings at the hospital level 
• Attend and manage patients as per the MOH/UNHCR guidelines in the respective health post or ward assigned. 
• Timely referral of patients to the hospital or respective doctor’s clinic. 
• Inform or call a doctor immediately in case of a patient‘s problem that can’t be solved at his/her level. 
• Ensure proper and correct patients information is filled in the outpatient cards and inpatient files. 
• Ensure full, correct and legible patients data is registered and maintained at the designated place of work. 
• Participate in the ward round with or without a doctor as deemed necessary. 
• Hold weekly meetings with all health post staffs. 
• Chart and maintain the monthly staff attendance profile in the health post. 
• Update disease monitoring charts in the health post and adhere to the IDSR guidelines. 
• Adhere to the MOH/UNHCR clinical guidelines and ensure that they are visible and 
implemented at the health post level. 
• Ensure health education is undertaken daily and health informative materials are 
available and accessible to all health facility attendees. 
• Compile, edit and submit the weekly HIS report on time. 
• Maintain a visible inventory of all health post equipment including the HIS laptop. 
• Ensure medical equipment’s are handled with maximum care and maintain a smooth handover. 
• Participate in night calls and weekend/holidays coverage as deemed necessary. 
• Make weekly drug orders for the health post and monitor the consumption. 
• Carry out minor procedures when necessary. 
• Participate in audits that are conducted within your operational area. CLINICAL OFFICER 
• Participate in the weekly CME at the hospital level. 
• Participate in training the supportive staff either on the spot or in scheduled trainings. 
• Ensure the nutrition activities are running smoothly at the health post in liaison with the nutrition nurse. 
• Coordinate and ensure optimal uptake of ANC and EPI services at the health post level in liaison with the nurse in charge. 
• Carry out basic investigation like RBS, PARACHECK, and PITC appropriately and ensure thorough documentation. 
• Conduct regular meetings with the health committee leaders that are within the health post catchment area and give feedback through the senior clinical officer. 

SUPERVISION:
• Ensure all the staffs have reported on duty and coordinate for the daily procedures. 
• Coordinate leave days for the support staffs in the health post. 
• Chart and maintain monthly staff attendance profile in the health post. 
• Supervise the general hygiene of the health post and participate at the waste management system by showing example. 
• Ensure proper utilization of resources within the health post. 
• Initiate communication to and from the health post in case of incidents, outbreaks and circumstantial needs. 

GENERAL: 
• Liaise with the senior clinical officer for any shortcoming of equipment in the health post.
• Participate in other activities like campaigns or surveys as deemed necessary.
• Participate in the monthly clinicians meeting and other general staff meeting.
• Cover other clinical areas as deemed necessary
• Collaborate with staffs from other agencies and MOH.
• Respect the security rules in regard to IRK/UNHCR standards
• Respect the internal rules of IRK and the MOH regulations.
• Adhere to the IRK/UNHCR code of conduct
• Carry out any other duties as deemed necessary by the camp doctor, hospital director, or clinical service manager. 

Note: 
Can be transferred from one ward, department, or health post to another. 

REQUIREMENTS/ QUALIFICATION: 
• Diploma certificate from KMTC 
• Experience in humanitarian organizations will be an added advantage. 
• Registered with clinical officer’s council. 
• 3 years post qualification experience. 
• Ability to perform minor obstetric and survival procedures 
• Ability to work long hours in area of limited resources
