Organizational background

The World Food Programme Somalia activities include food assistance for nutrition, livelihoods, relief and emergency school feeding, while also supporting humanitarian air and logistics services, food security coordination and infrastructure rehabilitation projects.

This position is open to qualified Kenyan candidates. Female candidates in particular, are encouraged to apply.

Major Duties and Responsibilities:
Under the direct supervision of the Chief Air Traffic Officer  (CATO) the incumbent duties will include the following;

·         Responsibility over the day to day management and co-ordination of UNHAS aviation related issues consistent with air operations. Ensures that all flights are executed in accordance with the UNHAS SOAP, AVSTAD and ICAO standards;
·         Establish ,operate and maintain an aviation management structure;
·         Implement UN regulatory contractual and quality standards for air transport services and safety programmes and processes;
·         Plan and coordinate flight safety aspects of air  operation activities; 
·         Oversee the efficient utilization and management of funds and provide senior management with monthly operational reports;
·         Highlight any impending shortfalls of funding and assist in fund raising efforts;
·         Continuously formulate innovative and strategic management solutions; 
·         In close liaison with  Senior Management Coordinate UNHAS User group meetings;
·         Monitor/review passenger/ cargo loads and schedules;
·         Coordinate with flight crew, air operations staff, security and user agencies to ensure airfield information for targeted locations is up to date;
·         Ensure any reported occurrence is addressed at the earliest time possible;
·         Maintain contact with WFP Air Operators, Kenya Air Traffic Control Towers and field stations and UN security systems to ensure safe flights.
·         Serve as the Technical Coordinator for medical and security evacuation and ensure most expeditious safe and efficient response.
·         Oversee and ensure a customer care system is maintained throughout the operation;
·         Provide special flights to third parties on a cost recovery basis and supervise the invoicing process;
·         Ensure that regular and diplomatic mission aircraft are cleared to fly by respective civil authorities of applicable countries in line with ICAO requirements, WFP and UNDSS security requirements;
·         Coordinate logistics and administrative support for airlifts and other operations;
·         In close liaison with Rome Training Unit, act as the training focal point ;
·         Ensure that all UNHAS field staff get support and information to carry out their duties;
·         Facilitate and coordinate airfield maintenance and rehabilitation services in coordination with relevant Government authorities for airstrips used by UNHAS.
·         Undertake visits to the field to ensure that the flight operations conform to UNHAS SAOP, UNHAS Aviation Standards (AVSTAD) procedures, Airport authority regulations; Make recommendations for improving UNHAS service delivery to its clients.
·         Maintain close liaison with the Air Safety  Unit with a view of ensuring sustenance of safety culture, and adherence of safety recommendations  prescribed  by the ATU for all UNHAS staff, contractors and other service providers
·         Monitor fuel supply contractors to ensure fuel products are handled and administered in accordance with applicable safety standards and regulations;
·         Assist in the negotiations of air operations tariffs, charges and taxes;
·         Act as the UNHAS technical support officer in the staff recruitment process;
·         Perform any other related duties as required.

Minimum Qualifications:

Education:
University degree in business administration, engineering, computer science, quality assurance, statistics or management (preferably air transport management). Training and knowledge of aviation is an essential qualification, preferably with airline pilot license, a dispatch License, engineer or air traffic controller’s license.

Experience:


At least 3 years progressively responsible, professional experience, practical commercial aviation, adequate knowledge and experience of aircraft technical flight operations or air traffic management sectors, air transport economics, including, costing of operations and services, market analysis, accident prevention and investigation, audit technique, aircraft regulatory requirements and practices, performance and quality assurance, monitoring and analysis, strategic resource and operations planning, contracting and contract negotiations.

Language:
Fluency in both oral and written communication in English is a requirement.

Knowledge:
Experience utilizing computers, including MS Office Applications and other standard software packages and systems.
